This type of RPPC was produced by the US Post Office.  Families could go to the post office and get a picture taken with Santa to send to family and friends.  Usually, the cards have a number in the picture to match the card to the family who made the order. I would think in small towns a number would not be needed.
The sepia tone coloring is in quite nice condition.
